It's time for President Bush to LISTEN

In the wake of the USA Today story about the NSA's collection of telephone records of millions of Americans without court order, my colleague John Conyers and I introduced an important new bill -- and we're asking for your help to encourage your Member of Congress to cosponsor it.

The "Lawful Intelligence and Surveillance of Terrorists in an Emergency by NSA Act" (LISTEN Act) would make it crystal clear that any efforts to listen in on Americans or gather phone & email records must comply with the Foreign Intelligence Surveillance Act (FISA) -- created by Congress in 1978 to correct the excesses of the Nixon Administration -- and Title III of the criminal code. No ifs, ands, or buts.

Please email your Member of Congress now, and urge them to join Rep. Conyers and me in bringing the LISTEN Act to a vote on the House floor!

Recently, Reps. Jane Harman and John Conyers introduced the "Lawful Intelligence and Surveillance of Terrorists in an Emergency by NSA Act" (LISTEN Act), and I urge you to cosponsor it.

In the wake of alarming news reports about the Bush Administration's repeated efforts to invade our privacy without court order, the LISTEN Act would make it crystal clear that eavesdropping on Americans or gathering phone and email records must comply with the Foreign Intelligence Surveillance Act (FISA) and Title III of the criminal code.

The LISTEN Act also provides the NSA and Deparment of Justice with new tools and authorizes new funds to streamline and expedite emergency warrant applications and review -- so the Bush Administration has no reason to circumvent FISA.

Further, the bill clarifies that Congress did not grant President Bush permission to circumvent FISA in the 2002 Authorization to Use Military Force.

The LISTEN Act is critical legislation that ensures both our security and our liberty.  We can't live without either.  I urge you to support it.
